INEC holds 36th annual general assembly

Newly elected directors take oath

DUMALNEG, Ilocos Norte—The Ilocos Norte Electric Cooperative (INEC) successfully held its 36th Annual General Membership Assembly (AGMA) meeting at the Dumalneg Municipal Auditorium in this town on December 18, 2010 with Director Milagros Quinajon of the Institutional Development Department (IDD) of the National Electrification Administration (NEA) serving as the guest of honor and speaker.

Quinajon thanked INEC for inviting her once again as their special guest because she failed to attend when she was first invited in the past but this time around she said there was no more reason for her not to accept the invitation as she disclosed that she is from Pagudpud, Ilocos Norte and that she was proud to be an Ilocano.

With this disclosure, she assured that she will never allow INEC to fail in its endeavors as she vowed her help for the further betterment of the cooperative as long as she is the director of NEA’s IDD.

Also in her speech, she pointed out the importance of the general assembly as she explained that this puts into perspective the importance of electricity and the electrification of far-flung barangays and sitios.

She added that the general assembly also affords the cooperative’s officers and management to deliver their reports on the status of the cooperative for the past year as well as present future plans and programs.

The general assembly, she went on to say, also give member-consumers to air their problems, queries and others during the open forum.

She also congratulated all directors and management for the proper implementation of NEA’s rules and regulations as proven by the numerous awards INEC has received. THE ILOCOS TIMES learned that INEC has been given a Special Award from Category A+EC , the highest award from NEA, for the 13th straight year during the 2010 NEA-EC Conference and Recognition held at the Taal Vista Hotel in Tagaytay City on April 7-9, 2010.

Aside from this, INEC was also awarded a Special Citation for undertaking live line Maintenance program. Quinajon expressed hopes that INEC would remain stable for it to continue receiving awards from NEA which would serve as a solid proof of its good management and service to all member-consumers.

Meanwhile, in a separate speech, INEC general manager Renato Balintec thanked Quinajon for taking time out to attend the general assembly. Balintec also reported the accomplishments of the cooperative in the past year as well as its future plans.

He expounded that INEC is continuously changing old electric posts, lines, transformers, service drops, meters and the transfer of electric posts.

Balintec also announced that the sources of electricity are being purchased from the National Power Corporation, North Wind Power Development Corporation, San Miguel Energy Corporation and the WESM. Other source of electricity also came from the INECowned Agua Grande Mini Hydro Plant.

The total electricity that was purchased in 2009 was 198,086,885 KWH worth P808,798,782 The cooperative sold out 172, 172,417,746 KWH with the amount of P1,034,487,418 for the year 2009.

To sum up, there was a system loss of 12.69%—lower than the 14% set by the Energy Regulatory Commission (ERC).

Balintec also announced a reduction of 0.37 electricity rates of residential houses in 2009. Balintec also announced the strict implementation of those stealing electricity and he reported 38 cases in 2009 from the towns of Dingras, Banna, Marcos, Piddig, Solsona, Batac, Badoc, Bacarra, Pasuquin, Bangui and San Nicolas. Reports also showed in Laoag City.

The general manager also reported around P20,237,530 from the P102,251,151 PPA to be refunded to member-consumers of INEC as set by the ERC. In short, the INEC has still a balance of P82,013,621 to pay.

It was learned that INEC refunds this amount in a quarterly basis through a discount in the electric bills.

In the year 2009, Balintec announced that there were already 131,302 residential houses, 7,126 small business establishments and 432 big business establishments in the entire province with electricity connections or with a total of 125,966 member-consumers of INEC.

INEC also served 2,560 burial benefits with a total of P12,800,000.

There were also a total of 946 benefitted in the Pro Poor Program for every Board of Director and 3,926 community projects conducted.

At present, Balintec announced that the NPC has already “divorced” INEC and now, the San Miguel Energy Corporation (SMEC) is now responsible to supply electricity with INEC next year.

Likewise, the Northwind Power Corporation has also “divorced” INEC with respect to the Energy Sales Agreement they entered.

According to Balintec, electricity competition through the Open Access might now start next year wherein establishments using not less than 1,000 kilowatts like the Fort Ilocandia Resort and Casino and the Coca Cola Bottlers Philippines may now directly buy their electricity from other electric companies. But these companies will still have something to pay with INEC on the lines and other facilities owned by the cooperative.

This is one of the reasons why INEC built another office in Payas Road in San Nicolas, Ilocos Norte with a temporary office at 365 Plaza the same town for the benefit of nearby towns to pay their electric bills.

Balintec is also hoping that the discount for senior citizens will now soon be implemented upon release of formula to be given by the ERC.

INEC also plans to build its own 69KV lines from Laoag City to the INEC’s power sub-station in Burgos for the cooperative not to use anymore the lines of the Northwind.

It was learned that there are also some businessmen planning to build Solar Power Plants in Pasuquin, Paoay and Badoc.

Balintec also hoped that the INEC would soon buy the 69KV line of Transco here in the province.

INEC also asked the help of 1st District Rep. Rodolfo C. Fariñas for funding in the electrification of sitios in Bucarrot in Adams and the Sitios of Bulalo in Sulbec, Caguran in Panzian, and Saliksik in Dampig all in Pagudpud.

All newly elected INEC directors were also sworn into office by Quinajon during the assembly. The new directors—all reelected—are: Virgilio Calajate of District VII; John Que of District XI; Diosdado Garvida of District I; and Marlon Valdez of District IV.

The oath-taking was witnessed by their respective families and the INEC management and staff.

Right after the program and reports were presented and an open forum was conducted and participated in by all memberconsumers.
